This is one of the most common questions we get, and the short answer is that a standard casino party is entertainment only, not gambling.
Entertainment Only, No Real-Money Payouts
Regardless of theme or game mix, a casino night rental is entertainment only. Chips have no cash value and there are no real-money payouts. Guests play for fun, and any prizes given out are separate from the games themselves.
When Rules Get More Specific
Wisconsin has its own rules for raffles and other games of chance used for fundraising. If you plan to add a raffle, cash prizes, or any element tied to a payout, check with the Wisconsin Department of Administration’s Gaming Division or your local municipal clerk to confirm what license or permit, if any, your organization needs. This is especially worth checking for nonprofit and fundraiser events.
Our Recommendation
We are not a legal authority, and rules can vary by event type and municipality. If you have any question about how your specific event is structured, especially one involving a raffle or cash prize, confirm the details with the appropriate Wisconsin state or local office before your event.
